Minutes of the Meeting of Fulstow Parish Council

Held in the Village Hall on 10 th August 2006 at 7.30pm .

Attending:- F. Bradbury, F. Butt, D. Wardle, R. Donovan, S. Carpenter, P. Oliver,

•  Apologies for Absence were received from D. Stephenson (District Councillor) and D. Thornes.

•  Minutes of the Meeting held 15 th June 2006 were agreed as a true record and duly signed by the Chairman.

•  Matters Arising:-

•  The Clerk informed the meeting he had not written Lincolnshire Police objecting to the proposed Mergers, in view of the fact the Mergers will not be taking place.

•  The Council noted no replies had been received relating to highway matters, footpath and Charity commission.

•  Funding of 2007 Town and Parish Council Elections:- The Council noted that the cost of the 2007 election will be borne by ELDC and a meeting was to be called in the near future relating to election arrangements.

•  Small Lotteries Incidental to an Exempt Entertainment – Alcohol Prizes:- the council noted the content of the letter received from ELDC regarding the provision of alcohol as a lottery or tombola prize.

•  Consultation Regarding Draft Gambling Policy:- the council noted the Statement of Principles and requested the Clerk, in view of his strong views against the growth of casinos, not to complete and return the questionnaire.

•  Lincolnshire 's Coastal Grazing Marsh:- A Vision for the Future – the Council noted the content of the document produced by ELDC but questioned it's value.

•  Planning Consultation/Decisions:-

•  The Council considered a letter received from LCC relating to on-line consultation and agreed whilst it is happy to make comments by e-mail, it was not happy to receive the application on a CD, in view of the fact County application plans tend to be greater then A3 and reproduction on A4 printing is not acceptable. The Clerk was asked to make formal reply.

•  Beechwood, Fulstow Top – the Council noted, with some surprise, that the Planning Inspector had dismissed the appeal relating to the alteration of the existing drive in paddock.

•  The Council approved the Chairman's action in deciding the following applications:-

•  Amended Application – Waingrove Farm Cottages, Station Road N/056/01224/06 – amendment clearly showing access and existing parking – Decision – Object for the following reasons:-

•  Presumably the ‘existing' parking area shown will be for customers to the fishing ponds which are some distance away.

•  The Council does not support, even with amendment, further creation of fishing ponds in the parish.

•  Resubmitted Application – outline planning for 1 detached house and garage, land adj. to Boden Lodge and Askews Cottage, Main Street, N/056/1382/06 – Decision- No Observations with the following comments:-

•  The Council does not object to frontage infill dwelling development but is concerned as to the impact on the existing sewage disposal problem in the area.

•  If permission is granted, the dwelling to be erected should be in keeping with size and character of adjoining dwellings.

Planning Consultation – demolition of ex. Garage and construction of a two storey and single storey extension to ex. Dwelling – 6 Cassbrook drive N/056/1867/06- Decision – No Observations.

Planning Consultation - Extension to sun room – Beechwood, Fulstow Top N/056/1738/06 – Decision- No Observations.

•  Authorisation of Cheques – the Council approved the signature and issue of the following cheques –

G.C. Garden Maintenance – Grass cutting - £172 00

Petty Cash - £30.00

Moore Stephens – Audit fee 2005/06 – the Council agreed the signature of the cheque as the account was expected in a few days – the amount entered on the cheque to me reported to the next meeting.

•  Any Other Business –

•  Northern Area Committee 13 th September 2006 – the Council had no items for the Agenda.

•  Village Survey 2006 – the Council requested the Clerk to complete and return the survey to the Community Council.

•  The Council noted that an Assembly will be held in October.

•  Date of Next Meeting – 28 th September 2006.
