Minutes of the Meeting of Fulstow Parish Council
Held in the Chapel School Room
On Thursday 13th December 2007 at 7.30pm.

 

Attending:-F. Bradbury, F. Butt, D. Wardle, T. Vessey, D. Thornes and East Lindsey representative Victoria Burgess.

 

  1. Apologies for Absence – R. Donovan, S, Carpenter and District Councillor D. Stephenson.
  2. The Council received a presentation from East Lindsey representative Victoria Burgess. The presentation was informative and the Chairman thanked Mrs. Burgess for her attendance.
  3. The Minutes of the Meeting held 25th October 2007 were agreed as a true record and duly signed by the Chairman.
  4. Matters Arising – the Clerk informed the Council the planning application relating to development at Millway was passed back to the developer for further study pertaining to flooding problems. (minute 13.2)
  5.  Parish Precept 2008/09 – The Council received the estimate 2008/09 produced by the Clerk as groundwork to agreeing the level of precept to be requested from East Lindsey for year 2008/09.  The Council agreed the precept should be set at £2600 for 2008/09 – an increase of £100.00 (4%) on 2007/08.
  6. The Council received East Lindsey’s LDF Core Strategy and requested the Clerk to complete and return the consultation questionnaire.
  7. The Council received the briefing budgetary documents forwarded by the Lincolnshire Police Authority and requested the Clerk to complete and return the consultation questionnaire.
  8. Authorisation of Cheques –
    1. The Council approved the Chairman’s action in the signature and issue of a cheque for the amount of £600.00 to Ray Padbury for completion of the grass cutting and tree lopping tender for 2007.
    2. The Council approved the signature of a cheque for £30.00 relating to petty cash.
  1. Planning Matters –
      1. The Council noted the following decisions received from East Lindsey:
          1. Refusal of planning permission – Ext. and alts. to ex. dwelling to provide 1No. first floor bedroom  - Beckwood House, Peartree Lane – N/056/01534/07.
          2. Refusal of Planning Permission – Erection of 2 No dwellings – East Farm, Main Street – N/056/01810/07.
          3. Full Planning Permission – Ext to ex. Dwelling – 15 Casswell Crescent - N/056/02171/07.
      2. The Council approved the Chairman’s action in deciding the following – Erection of a detached garden store on the site of ex. sheds which are to be removed – Timberlea, Main Street - N/056/02545/07 – Decision, Observations – The proposed shed, whilst well in front of the dwelling, is in line with and will be adjacent to the neighbours shed.  The development is out of character for the area, however, if the adjoining neighbour does not object to the proposal the Council will not object.
      3. Planning Consultation – Change of use of land to provide an extension to the existing domestic curtilage – Meadow Cottage, Bridge Lane – N/056/03015/07 – Decision – Refuse – The property lies in open countryside and any extension of the domestic curtilage without supporting justification will not be supported.
    • Any Other Business –
    1. The Council received and noted a letter from Humberside International Airport relating to the proposed changed to flight paths.
    2. The Council received a document pertaining to a Proposed Supplementary Planning Document – Affordable Housing and requested the Clerk to complete and return the questionnaire.
    3. Following discussion about falling leaves clogging the drains the Council asked the Clerk to contact LCC Highways and request the roads within the Parish be swept.
    4. The Clerk was asked to contact East Lindsey regarding street lamps N0 14 Northway and No 35 Main Street being out.
    5. Following discussion pertaining to cars speeding through the village, the Clerk was asked to contact Road Safety Partnership inviting representatives to attend a future meeting to discuss what action can be taken to manage the problem.
