Minutes of the Meeting of Fulstow Parish Council
Held in the Village Hall on 21st June 2007.

Attending: F. Bradbury, F. Butt, T. Vessey, D. Thornes, D. Wardle and R. Donovan

  1. Apologies for Absence – S. Carpenter and District Councillor D. Stephenson.
  2. The Minutes of the meeting held 10th May 2007 were agreed as a true record and duly signed by the Chairman.
  3. Matters Arising – the Clerk informed the Council that the arrangements to prepare and grass seed the Village Green had been made.
  4. Audits of Parish Accounts 2006/07:
    1. The council received the information, attached to the agenda, relating to the audit of accounts 2006/07 and approved:
      1. the Internal Auditor’s report which raised no issues.
      2. the present financial position for 2006/07.
      3. The completion and signature of the Annual Government Statement.
      4. The level of spending for 2006/07 reflected the level of the Councils aims and objectives.

 

    • The Council noted the financial position of accounts for 2007/08 attached to the agenda and noted the Internal Auditor had no issues to raise.
    • The Council noted the Northern Area Committee will be held in Binbrook on Wednesday 25th July 2007 at 7.30pm.
    • The Council received from Lincolnshire NHS public consultation documents with completion date of 9th August 2007.  It was agreed :
    1. Each Councillor would complete and return the feedback.
    2. The Clerk place the spare copies in the shop, make mention of the consultation in the newsletter and on the website
    • East Lindsey has informed the Council that they are working towards posting consultations and receiving comments electronically, however, major applications will be received in paper form.
    • Planning Training for Councillors – the Council noted the Development Control Briefing for Councillors and it was agreed the R. Donovan and S. Carpenter would attend the afternoon session on Wednesday 18th July 2007.
    • The Council approved the Chairman’s action in deciding the Planning Consultation for:- rear extension to ex. Dwelling to provide a conservatory N/056/01123/07  Wycroft, 2, Churchthorpe – No observations.
    • Authorisation of Cheques: the Council approved the signing and issue of the following cheques:
    1. Mrs. D. Simpson - £50.00   - Annual Internal Audit fees.
    2. Mrs. J. Good - £60.00 – Contribution to Newsletter.
    3. Village Hall Committee - £60.00 - Contribution to website and Village Hall hire.
    • Any Other Business:
      • the council approved the Clerks request to amend the dates of meetings for 2008 :- delete 6th March and 1st May and add 28th February. 4th April and 28th May.
      • the Council noted East Lindsey has now made a footpath diversion  order with respect to diversion of No 89.
      • the Council noted Community Environmental Projects is offering a free consultation regarding developing projects.
      • the Council noted the forthcoming Planning Portal Agent/Developer events.
      • the annual offer of free trees from L.C.C. was passed for action to D. Wardle.
      • the Council noted information from East Lindsey regarding training sessions for Standards/Code of Conduct.
      • the Clerk was requested to contact L.C.C. Highways regarding the following:-
        • replacement of directional signs for corner of Northway/Thoresby Road; Churchthorpe/Bridge Lane; Bridge Lane/Louth road to also include Church.
        • resurfacing of Churchthorpe.
        • investigate drainage in Main Street.
          • Date of Next Meeting – 2nd August 2007.
