Minutes of the Meeting of Fulstow Parish Council

Held in the Village Hall at 7.30pm

On Thursday 9 th November 2006 . 

Attending: D. Thornes, S. Carpenter, R. Donovan and D. Wardle.

  1. Apologies for Absence: F. Bradbury, F. Butt and P. Oliver.
  2. Minutes of the Meeting held 28 th September 2006 were agreed as a true record and duly signed by the Acting Chairman.
  3. Matters Arising: none were raised.
  4. A request from East Lindsey Advice Bureau for a donation was considered and agreed by the Council to donate £25.00
  5. The Council was informed that East Lindsey D.C had written inviting the Chairman to attend the East Lindsey State of the District Debate on the 6 th December 2006 . The Clerk was asked to pass the invitation on to the Chairman.
  6. Collection of Waste from Local Community Groups – a request from ELDC was considered by the Council asking for assistance identifying community groups in the Parish who may require advice on waste collection. None were identified.
  7. The Draft East Midlands Regional Plan was noted by the Council.
  8. The Content of the ‘Louth Coastal Catchment Flood Management Plan – Scoping Plan' was noted by the Council.
  9. The Content of the East Lindsey Local Development Framework Statement of Community Involvement was noted by the Council.
  10. The Council agreed the balances shown un the Financial Position Statements for:- Parish Accounts 2006/07 - £3055.91

Petty Cash 2006/07 - £20.81

Bullgrass Charity 2006/07 - £675.85

  1. The Clerk presented to the Council estimates relating Parish Accounts Outturn for 2006/07 and Parish Accounts Estimate for 2007/08. Following consideration of the information provided the Council approved the request of £2500 to East Lindsey as the Parish Precept for 2007/08.
  2. Planning Matters:-

•  The Council noted East Lindsey had approved the Outline erection of a dwelling, Land Adj. Ex-Lord Nelson Inn , Main Street – N/056/01912/06.

•  i.)The Council approved the Chairman's action in deciding the consultation regarding installation of a balcony, Four Winds, Main Street – N/056/2287/06 – No Observations.

• i. ) The Council considered the consultation from ELDC relating to Erection of a Dormer Bungalow on land to the rear of the Village Hall, Main Street N/056/2330/06 Decision – No Observations.

• ii. ) The Council considered the consultation received from ELDC relating to the Replacement of Exterior Doors, Manor Farm, Churchthorpe – N/056/02391/06. Decision – No Observations.

• iii. ) The Council was pleased to consider the consultation received from ELDC relating to retention of ex. Drive, Beckwood House, Peartree Lane – N/056/2511/06. Decision – No Observations.

  1. Any Other Business:

•  The Council considered in detail the information contained in a letter received from ELDC regarding consultation on the introduction of Dog Orders. The Council decided the following and the Clerk was requested to make a suitable reply:-

• i. The land subjected to the Dog Order for Fulstow to be land within the 30mph speed limit.

• ii. The Council agrees the principle considerations are appropriate.

• iii. The Council agrees the introduction of a comprehensive order for the offence of failing to remove dog faeces.

• iv. The Council supports the proposal not to introduce the offence of not putting or keeping a dog on a lead unless requested to do so by an Authorised Person.

•  The Council approved the Clerks action in arranging the signature and issue of a cheque for £150.00 to R. Padbury for grass cutting.
